Secretary of State John Kerry met with the senators from the Judiciary subcommittee on immigration and No. 2 Senate Democrat Dick Durbin of Illinois on Wednesday morning regarding the millions of displaced Syrians and told reporters that President Barack Obama and his team are studying options. A senior State Department official confirmed afterward that the secretary had proposed increasing the overall number of refugees allowed in the U.S., but had received mixed reactions from lawmakers.
But neither the official nor Kerry would specify what numbers were under consideration, even as countries like Germany and Austria prepare to take in hundreds of thousands of refugees.
“We are committed to increasing the number of refugees that we take. And we are looking hard at a number that we can specifically manage with respect to the crisis in Syria and Europe,” Kerry said. “That’s being vetted fully right now and I think at the appropriate time we’ll have a better sense of what exactly that number will be.”
Kerry's comments follow an uptick in concern from lawmakers in both parties about a lack a response from the U.S. to the crisis. The country has committed to taking in about 1,800 refugees this year. Senate Foreign Relations Committee Chairman Bob Corker (R-Tenn.) suggested on Tuesday that the United States bears responsibility for the civil war in Syria and the human cost of the mass exodus, though he, too, has declined to offer a figure on how many refugees the U.S. should accept. Corker is likely to offer specifics only in the context of a comprehensive Middle East strategy.

On Wednesday after Kerry’s remarks, Sen. John McCain (R-Ariz.) said the Obama administration is experiencing a “crisis of conscience” and said the mass movement of Syrians to Europe is a “call to action” for the United States to overhaul its policy in Syria.
“It is a mass exodus of refugees fleeing conflicts that the United States has refused to address for years," McCain said on the Senate floor, standing next to a photo of a drowned Syrian toddler. “Stop calling them migrants. These are refugees.”
